How can Trump ban Travel from Europe to US? Is he a Medieval King?

In so called fighting the Coronavirus spread, Trump announced a 30 days ban in Travel from Europe to US. But not including UK and Ireland, where all his Golf courses are located.
So My question is how can Trump on his own issue such a Ban?
Doesn't congress of US have a say in such a draconian move?
Is US a democracy or a Medieval King where the President with Fiat can rule like this!
