Because a few, that is 0.01%, have access to Capital to launch a new business successfully, via their insider connections to VCs and Wall Street Billionaire class. While 99%+ plus have no such connections and consequently no such access to capital. And instead their only connection to capital is to watch Shark Tank where a few Wall Street Billionaires living in life of luxury doll out cash to few lucky enough to get on Shark tank. So it is all about those whom have access to capital who can then live in luxury and those who do not and hence cannot.
Before getting too far into anything here, let's get super clear about what we're talking about. Here is a list of some basic and not-so-basic luxuries.

Servants cooking and cleaning for us (restaurants)
Getting places without using our feet (cars)
Customized, on-demand entertainment (internet)
Becoming intoxicated on anything (alcohol and drugs)
Other people hunting food for us
I think, because society has, in general, confused what is more beneficial to all. A few comparisons and examples are; sports players salaries to teachers salaries, construction workers salaries to ceo's, general labor salaries to executives. Government directives are NOT geared toward compassion for citizens, but instead toward monetary gain for self.
The simple answer is 'choices'. If people make wise choices, are frugal, and save more than they spend when first entering the adult world, they will have a more comfortable life than those who don't. I have been poor my whole life: but I have chosen employment in the service industries. Nursing, teaching, and child care. My more wealthy friends chose employment in business and management.
Have you ever noticed that many people living in poverty tend to blame others for their situation? Blame gets you nowhere. Those of us who come from a poor background (I grew up as a share croppers daughter, barefoot in a tobacco field) must work harder and spend wisely to pull ourselves out of poverty. No one is going to do it for us. It is all about our choices. Chose wisely.
Because the Wall Street class has access to 100s of Millions of Dollars, even Billions of Dollars, by just calling their VC Wall Street investment banker buddies. Whereas the Middle class, the 99.99%, has access to No such funding. Hence the Wall Street class keep dominating one business sector after another, so that the Wall Street class keeps getting richer while the rest, aka Small businesses, are suffocated for lack of capital and hence "life difficult for" rest of us.
