What do you think it says about India for being denied a place in Sochi by IOC?

Olympics
International Olympic Committee (IOC) suspended the Indian Olympic Association last year after the Indian authorities refused to ban officials, with pending criminal charges against them, from running for elections. Electing corruption-tainted persons as office-bearers of a national Olympic body is in violation of the Olympic charter.

This is really an unprecedented action by IOC against a country. Certainly a country as large as India.
What do you think this says about India and character of Indian People?
And in particular Sports in India? As for example in typical Summer Olympic India has won less medals than countries with 1/100th of its population!
