What could be causing my Skin to bubble up when I get wet & cold?

Hello,
I have a strange health condition, I am hoping you all could have some answer for.
That is my Skin bubbles up if a region of it gets cold & wet and not the whole of it!
And I mean it really bubbles up as if I was stung by a 1000 Bees.
But it only happens if a region of my skin is exposed to cold & wet and not the whole of it!
What could be causing this?
What is the cure to this?
