What is Sequester and why is it being done?

I am from Norway. Majoring in economy.
I am writing my Paper on this Sequester thing.
What is this Sequester exactly and why it is being done?

To be exact I am confused by it. This Sequester means cutting Spending to reduce Deficits.
But US already has very high unemployment.
And the Sequester would of course increase this unemployment. Which means it will lower Tax revenues and thus increase Deficits. So what is the real logic & purpose reason behind it?
